Zhu Liucai

Zhu Liucai is a chief expert and researcher at the Foreign Environmental Cooperation Center, Ministry of Ecology and Environment. He is a national-level candidate of the "New Century Talents Project" and a recipient of the State Council's special government allowance. He also serves as a member of the Standing Committee of the Financial Mechanism of the United Nations Framework Convention on Climate Change (UNFCCC).

Zhu has led his team in conducting long-term research on green and low-carbon financing policies as well as providing domestic and international consultancy services. He has offered technical support for China's participation in global environmental governance, G20 environment and climate ministerial consultations, and major negotiations on the financial mechanisms of the UNFCCC and the Paris Agreement. He has been directly involved in significant negotiations such as the Copenhagen Accord and the Paris Agreement.
